During the commencement of the project, running the project and end of the project, contractor's QS prepare, involve and do more work compare to Consultant's QS. Contractor's QS need to take care of all the consultant and also the sub-contractors however as a consultant's QS do not need to pay too much attention on them.
Besides, I also have more understanding about the major Laws and Regulations of the Malaysia's construction industry involved such as
- Contract Act 1950
- Factories and Machinery Act 1967
- Real Property Gain Tax Act 1967
- Workmen's Compensation Act 1952
- Strata Titles Act 1985
- Employer Social Security Act
- Construction Industry Development Board Act 1994
- Construction Industry Payment & Adjudication Act 2012 (CIPAA 2012)
- Occupational Safety & Health Administration 1994 (OSHA 1994)
- Goods & Services Tax (GST)
In additional, I also have more understanding about Public Private Partnership (PPP) procurement route which adopted by the public sector to meet long term public sector needs such as highways, ports, power stations and etc.
The various form of PPP are:
- Private Finance Initiative (PFI)
- Build - Transfer (BT)
- Build - Lease - Transfer (BLT)
- Build - Transfer - Operate (BTO)
- Build - Operate - Transfer (BOT)
In this module, I feel that contractor's QS is much more challenging compare to consultant's QS.
